Russian Prime Minister Vladimir Putin blamed the United States for encouraging protests over Russia's recent parliamentary election. He accused Secretary of State Hillary Clinton of giving "the signal" to opposition leaders, who gather thousands of people for protests. Clinton has repeatedly criticised the parliamentary vote in Russia that gave Putin's United Russia party nearly 50% of the vote amid widespread reports of fraud. Putin’s conclusions have been endorsed by Constitutional Court Chairman Valery Zorkin who stated in an article published in the official newspaper Rossiyskaya Gazeta: “[D]espite the conclusions of the majority of international observers who were present at the elections and certified the democratic character of the election procedures, [Mrs. Clinton] incites a rally wave, putting in question the legitimacy of the election results.”
