Russia’s Federal State Security Service (FSB) head Alexander Bortnikov issued an order directing all FSB officers to report any property they own abroad to their respective superiors, and to dispose of any such property by December 1, 2012. The only exception is where the foreign property is used for “operative activities.” The order does not say whether or not the property may be transferred to relatives or nominees.
