Russian Supreme Commercial Court Head Urges Introduction of Jury Trial

Supreme Commercial Court Chairman Anton Ivanov advocated Monday for the introduction of jury trials to Russia's commercial court system as a means of increasing public trust in the Russian judiciary. "The use of juries will increase trust in the judicial system because it will be juries, and ultimately the public, rather than judges, who will deal with factual issues," he said at a meeting of the expert council headed by of Business Ombudsman Boris Titov on Monday. Ivanov said juries could be most effective in cases that depend on testimonies, as well as in corporate disputes, antimonopoly cases, and damages claims. He believes the innovation will foster improvements in commercial proceedings. "We could begin by trying out the innovation in some groups of cases," the judge said.
