The traffic police in Sevastopol, Ukraine, stopped two trucks of the Russian Black Sea Fleet transporting Malakhit anti-ship cruise missiles from a military unit to another one. This is a second incident of this kind in a month; the last time rockets had to return to the departure point. The Ukrainian authorities believe that transporting rockets without a special permission breaches the Russian-Ukrainian treaty on the terms of Russian's fleet basing in Sevastopol. The Russian Foreign Ministry, however, insists that Russian seamen's actions are perfectly legal.
